Because the sun rises in Harbin at 4:30, and in Chengdu at 6:30, and in Beijing at 5:30, do they all start work at 8 am?
Even though China has one time zone for the entire country does that mean all businesss still open at 8 AM?
Not necessarily. Many of the local businesses in Xinjiang province will work on "Xinjiang time" which is 2 hours behind official Beijing time. Usually public transport runs on Beijing time though.

Reply:Not necessarily. Regular businesses in town open at the same time all year. I teach at an international school located on the outskirts of my city (the 4th largest in China) and we start at the same time all year. However, when we drive to school in the winter and it is dark outside, there is no one else on the road. As soon as the sun catches up to our departure time and it is daylight, the roads are teeming with people heading to work. Some factories just don't use the electricity for lights in the winters before sunrise so their opening hours fluctuate with the sunrise.

Reply:8:30 or 9 is the usual start of the business day all along the east coast of China, including Shanghai and Beijing. But in the far west, especially in Xinjiang and Tibet, it's more like 10:00, maybe even a bit later in winter. Who wants to go in and open up the store when it's still dark outside and cold as whiz?
But, this time discrepancy really only exists in the far, far west. Places like Harbin and Chengdu pretty much stick to the standard time.
